New URA guideline to curb shoebox units in central area. On Tuesday, a new regulation was implemented to curb the rise of shoebox apartments in non-landed private residential complexes in the core zone while also ensuring that enough roomy units are developed to encourage more families to relocate there. Beginning January 18, 2023, all flats and condominiums in the central area, as well as the residential component of commercial and mixed-use developments, will be required to provide a minimum of 20% of dwelling units with a nett internal area of at least 70 sq m, according to the Urban Redevelopment Authority.

This follows the URA’s observation of a “chronic tendency of declining dwelling unit sizes in the central region,” which contradicts the URA’s planned goal of presenting this area as a desirable place to live, work, and play. According to Huttons Asia, the 11 proposed zones are Outram, Newton, River Valley, the Singapore River, Marina South, Marina East, Rochor, Orchard, and the Downtown Core. The URA stated that in order to encourage more live-in residents, there is a need to guarantee a good diversity of housing unit sizes in the core zone to cater to varied household sizes and sectors.

Colliers’ Singapore director and head of research, Ms Catherine He, commended this as a timely development. “The median area for new residential units in the core region was 73 square meters in the third quarter of this year, down from 94 square meters in the third quarter of previous year,” Ms He observed. She contended that developers may be attempting to maximize land efficiency to offset growing land costs. “Without this constraint, there may be an overabundance of smaller units on the store,” she explained.

To avoid potential infrastructure constraints, the URA reduced the maximum number of units authorized in new private flat and condo buildings outside of the core region in 2018.
